Starting 24 February, the Procurement Act 2023 will transform how public bodies purchase goods and services, making it easier for businesses of all sizes, especially small businesses and social enterprises, to bid and collaborate with the public sector.

Fewer bureaucratic hurdles for small businesses and VCSEs, with strengthened 30-day payment terms.

Consistent feedback
Public bodies must provide bid assessments for final tenders.

Simplified bidding
Easier processes for bidding, negotiating, and partnering with public bodies, including a new ‘competitive flexible’ procedure.

Open frameworks
More accessible commercial frameworks, reducing long-term exclusions.

A new central digital platform will enhance the existing Find a Tender Service, making it easier to find and bid for contracts.

Features include:

  • simple registration
  • storage of core business details for multiple bids
  • free access to search and set up alerts for tenders.

The new Procurement Review Unit (PRU) will ensure adherence to the Act and safeguard public procurement.

It will include:

  • Public Procurement Review Service (PPRS)
  • Procurement Compliance Service (PCS)
  • Debarment Review Service (DRS).
