Knowsley Heights

Knowsley Heights was built in the 1960s and despite Livv investing over £70 million in health and safety, compliance and energy efficiency works since taking ownership in 2002, significant expenditure is required to ensure Knowsley Heights can meet and maintain the future Decent Homes Standards, which we must comply with, as a housing provider. Also, as the building ages, the financial investment needed to repair and maintain Knowsley Heights will continue to grow as we work to meet any new governmental or regulatory standards.

Because of this, we feel that it makes more financial sense to redevelop Knowsley Heights, build new, modern, energy efficient homes, and create a community that actively meets the needs of people in the local area, as well as current and future Decent Home Standards.

We want to make sure our customers are living in good quality homes that meet their needs, now and in the future and build homes that help people to live well and thrive, which is what we believe the new homes we’ll build at Knowsley Heights will achieve.

We also believe this approach will create a lasting positive impact for the area by offering the people of Knowsley access to new, affordable homes, all while encouraging the creation of more employment and training opportunities that will benefit the wider community and area.

Also, with only 70% of the homes at Knowsley Heights occupied, we know we can do more with the space available and create places people truly want to live.

Our proposal for Knowsley Heights was based on multiple factors, including the financial viability of repairing and maintaining existing homes versus the costs of building new homes. We also feel that through redeveloping Knowsley Heights, a community will be built that actively responds to the needs of the local area, supports people’s health and wellbeing and helps people get on the property ladder in a way that suits their needs and budget.

Knowsley Heights remains safe and we will continue to maintain all our current health and safety control measures, as well as implementing additional mitigation measures to keep all customers safe. If you have any questions about this, please contact buildingsafety@livvhousinggroup.com.

Yes. Livv will continue to complete any repairs, maintenance and compliance works on your home and encourage you to continue reporting any repairs as usual.

What this decision means for you

No, Knowsley Heights is not being demolished in August 2025. Customers were advised during the consultation process that they’d be updated on Thursday 14 August 2025 about the outcome of the consultation and the decision we’ve made about whether or not our proposal would go ahead.

Currently, no date has been determined for demolition, which is still a long way off, but we’re aiming to have both blocks demolished by 2028.

We aim to begin moving you and your neighbours from August 2025 and have everyone relocated by March 2027.

Throughout this process, we’ll work with you to find an alternative home that meets your individual needs. We want this process to be as seamless and easy as possible, but we ask that you bear in mind that it may take longer than expected. This is so we can make sure we move you into a home that works for you, first time.

Our teams are experts and have supported hundreds of customers through this process before. They’ll ensure you find a home that you’ll be happy in.

Of course! You can move anytime you’d like by applying for homes through Property Pool Plus (PPP) or finding another home you’d like to rent privately or buy.

We also build homes and have a selection of new build homes available through Shared Ownership and Rent to Buy. You can find out more by visiting Livv Homes at www.livvhomes.com

We’ll work closely with you to find appropriate alternative accommodation that meets your needs and the needs of your household. We’ll make an offer of accommodation based on your current needs, for example, if you’re currently living in a three-bedroom home but only need two-bedrooms, then a two-bedroom home will be offered.

When offering you an alternative home, we will consider:

  • the size of the home, the needs and make up of your household
  • the distance of the home from your place of work or education
  • the distance of the home to your family, if this is a consideration that will impact of affect your wellbeing
  • any health or welfare needs you have that need to be considered
  • any preferences you have on the area you wish to live

You can also bid for a new home directly on PPP if you’d like to move to a new home that is the same as the home you currently live in, for example, if you live in a one-bedroom apartment and would like to move into another one-bedroom apartment.

The PPP website has lots of information, and we recommend you set up a PPP account as soon as possible. If you have questions, please get in touch with Knowsley Council directly through the PPP website.

We’ll work closely with you to assess your needs and wishes and then offer you suitable homes as they become available.

Please be aware that if more than one customer has the same needs, we’ll prioritise the allocation of suitable homes based on individual mobility needs and tenancy start date to make the process as fair as possible.

It will be different for every customer and completely depends on individual circumstances. However, we anticipate that you’ll have moved within 18 months.

Of course, this time could be significantly shorter, depending on the availability of alternative homes.

Where availability is limited, priority for moving to a new home will be given to customers with the greatest need.

We’ll provide you with more information when we offer you a new home, tailored to your specific situation.

We usually allow customers one week to move out of their homes; however, we can work with you and provide any support or flexibility you need with this, so please talk to your Housing Advisor.

Yes. We aim to offer you an alternative Livv home that meets your needs, but if you’re interested in moving to a home managed by a different Housing Association, or to another area where Livv doesn’t have any homes, such as outside of Knowsley you will need to be registered on PPP.

If you’ve lost access to your PPP account, you’ll need to contact their team directly. You can do this through the PPP website or by calling them on 0151 443 2220.

PPP is managed by Knowsley Council and not Livv, so we can’t access your account or support you to set it up.

Please remember that you don’t need to be registered with PPP to be offered an alternative home by Livv.

Yes, Knowsley Council can set up auto-bidding on your PPP account, meaning that bids will automatically be placed on your behalf for homes that meet your needs.

Yes! If you’re applying for a home through PPP, you can register for any home which suits your needs. This means you can apply for homes with another social housing landlord.

 

Your personal circumstances will be taken into account when we’re allocating you a new home. In some cases, there may be the opportunity to offer you a larger home.

As part of this process, we’ll work with you to understand what you want and need from your new home, ensuring that your requests and requirements are considered when supporting you in finding a suitable new home.

All options will be discussed thoroughly with you so you can fully consider any homes suggested.

Also, we regularly advertise new homes on PPP, so we recommend checking the website to see if any Livv homes are available in Knowsley.

No, the rent on your new home will be set at the market rate for the property.

We’ll work closely with you throughout this process to find a home that not only meets your needs but that you can afford. Before you move to your new home, you’ll be fully informed on how much the rent is and we’ll also complete affordability checks to make sure you can afford any changes. This means you’ll have all the information you need to make a decision you’re happy with when applying for your new home.

Need to Know(sley)

If you’d like to apply to live in one of our Inspired Living Schemes, you must be at least 55 years old.

All our Inspired Living Schemes have been built specifically for people over 55 and feature amenities, support, and activities suited to that age group or older.

You’ll be able to talk to a dedicated Housing Advisor who’ll assess your specific needs and requirements. You’ll be supported throughout the entire process and can contact us whenever to discuss your move. You’ll also be given contact details for your Housing Advisor, so help and advice is always on hand!

We’ll work with your family and any carers you have, to make sure you’re fully and appropriately supported throughout this process and when reviewing options for your new home.  

All circumstances will be assessed and considered individually when applying through PPP. Your Housing Advisor will also discuss your needs with you and support you to find a home that supports you in managing your health issues.

A dedicated Housing Advisor will be supporting you through the entire process and will help you access PPP and find a new home, so don’t worry if you can’t access a computer or the internet on your own! Your Housing Advisor will also be on hand to help you apply for any homes you like, and printed copies of any adverts for new homes will be shared at the , as and when they’re advertised on PPP.

We’ll continue to follow our Empty Homes Policy as and when people move out of their homes at Knowsley Heights and will install and provide additional security measures, where needed. All homes will be secured and monitored, and our Estates Officers will continue to monitor Knowsley Heights daily, completing their usual duties and checks.

Yes, we’ll continue to complete any necessary repairs and maintenance works at Knowsley Heights until all customers have moved out of the apartment blocks. We’ll also continue to provide a full caretaking service to keep the blocks clean.

So, please continue reporting any repairs or works, as needed, so we can make sure your home remains safe, secure and working as it should.

The future of Knowsley Heights

New affordable homes will be built on the land at Knowsley Heights. However, the type and number of new homes haven’t been decided yet.

There are also no plans to build multistorey flats on the land.

Once plans for the future of Knowsley Heights have been agreed and confirmed, all cases will be considered individually, which will look at your suitability for the new homes.

It’s important to understand that there are many factors which may affect your ability to move back to Knowsley Heights but when the time comes, you will be able to apply, if you’d like to.

Moving costs, support and Home Loss payments

Home Loss is a payment made to a person who is required to permanently move from their home and is unable to return.

The Home Loss payment is currently . This is a statutory amount set by the Government and isn’t set, influenced or changed by Livv.

It’s important to note, however, that if you’re in rent arrears or have any other debts on your account, Livv will deduct anything you owe from your Home Loss payment before paying it to you.

Livv will give you up to £1,250 to help with moving costs. This money is classed as a Disturbance Payment and should be used to pay for things such as removal costs, redirecting your post, disconnection and reconnection of utilities and for things such as flooring.

This figure is based on the government’s best practice guidance, and all current Knowsley Heights residents are eligible to receive the same amount from Livv.

Your Disturbance Payment is specifically there to support you with moving costs and can be used to organise removal services.

We can also recommend a removal service which you can use to help with your move. We work closely with a removal agency with lots of experience moving people with disabilities and additional needs.

Although we’re not able to help you physically move, there are occasions when we’re able to help. So please talk to us directly if you have any concerns about moving.

No, everyone will be treated the same, and no one will be treated differently because of their financial circumstances.

Both payments will be made after you move out of your home at Knowsley Heights.

However, we understand that you may have costs to pay before you move and can work with you to manage any moving or relocation costs you may incur. Please speak to your Housing Advisor directly if you need any support.

The only way your Home Loss payment will affect your Universal Credit and/or Benefits is if the amount of money you have saved goes over the £16,000 savings threshold.

Yes, if you find a new home with another Housing Association or even a private landlord, you’ll still receive both the Home Loss and Disturbance Payments. However, to make sure you receive your payments on time, you must give us four weeks’ notice before your moving date.

Yes, a range of support is available to everyone who lives at Knowsley Heights and customers can meet with their Housing Advisor or talk to our team by:

  • attending one of our weekly drop-in sessions, which are held every Tuesday from 11am – 1pm at The Bistro in Crawford Gardens, Alamein Road, L36 7ZB
  • attending one of our monthly evening drop-in sessions, which are held every third Wednesday evening of each month from 5pm – 6pm at The Bistro in Crawford Gardens, Alamein Road, L36 7ZB
  • arranging a home visit or phone call by emailing knowsleyheights@livvhousinggroup.com or calling 0151 290 7000

Keeping in touch

 

How will you keep me and my neighbours updated about what’s going on?

Regular meetings will be held with you and your neighbours so we can discuss any questions or concerns you may have. This is a great opportunity for everyone to discuss plans for Knowsley Heights and understand what’s happening and when.

We’ll also visit all Knowsley Heights customers individually to discuss what’s happening and your specific concerns and needs. You’ll be given direct contact details of the Housing Advisor working with you, so you can get in touch whenever you need to.

Finally, weekly drop-in sessions will be held so you can pop in to see us with any concerns or queries you have, as you have them! If you’re unable to attend these drop-in sessions, we’ll call you regularly to check in.
